Pre School Description
Established in 1981 the Head Start Sponsoring Board Council of the City of New York ("HSSBC" or the "Council") is the middle source between the City of New York's receivers of federal Head Start dollars and approximately 73 delegate agencies which operate over 200 Head Start direct service centers throughout the five boroughs. Any agency receiving Head Start funds from the New York City Administration of Children's Services are automatically members of HSSBC. The Council is a membership organization with 2500 unionized and 500 management (non-unionized) employees.
