Upon completion of his primary education McNeill continued his studies and receivedhis Associate of Science Degree from John Tarleton Agriculture College on May 26th 1930. He continued his studies at Southwest Texas State Teacher's College in San Marcos and earned a Bachelor of Science Degree on May 28th 1935. The University of Houston awarded him a Master of Education Degreeon August 26th 1951.
